Update on the National Safety Council (NSC) Road to Zero Campaign

The National Highway Traffic Safety Administration (NHTSA) said in a press release on December 18, 2020, that there were 36,096 fatalities in motor vehicle traffic crashes in 2019.

Update on NSC Road to Zero Campaign - Spivey LawThe National Safety Council (NSC) manages the Road to Zero Coalition that released a comprehensive report in 2018 laying out the strategies for ending roadway deaths in the United States by 2050. This was the first time many organizations joined a coalition to collaborate on putting forth a plan to address vehicle fatalities.

The RAND Corporation, a no-profit, non-partisan research organization that develops solutions to public policy challenges, developed a comprehensive plan following three stakeholder workshops held in 2017. The workshops brought together professional engineering and planning organizations, public-sector organizations, safety advocates, vehicle manufacturers, technology developers, public health, emergency medical and trauma organizations, and law enforcement and judicial system representatives.

The comprehensive plan looks forward to 2050 having fewer severe crashes by adopting such things as:

  • Changing how roadways are designed to reduce speed in safety-critical areas.
  • Using techniques such as physical separation of opposing traffic lanes, safer pavements that eliminate edge drop-offs, and surfaces that help prevent skidding.
  • Improving safety technologies and more widely adopting vehicle-to-vehicle communication systems.
  • Improving trauma care and connectivity for faster crash notification.

“The safe systems approach has saved lives in other countries. Sweden reduced the number of traffic deaths by more than half since the approach was introduced,” said Liisa Ecola, a senior policy analyst at RAND and lead author of the report. “This shows that we in the U.S. can make large strides in traffic safety with existing technologies and policies.”

In the two years since the initial NCS comprehensive plan was released, the coalition has conducted several events that focused on such areas as:

  • Child passenger safety
  • Enforcement of proven safety programs and countermeasures
  • Bicycle-friendly driver programs
  • Real-world examples of what is working in municipalities throughout the country
